Exotech Stimulants & Adrenals are now the Most Powerful in the Game.

Here is an Example for Inquistor Sorcerer DPS:

Stimulants
Exotech Resolve Stim Increases Willpower by 128 and Power by 52 for 120 minutes. This effect persists through defeat.
Rakata Resolve Stim (requires Biochem 400) Increases Willpower by 112 and Power by 46 for 120 minutes. This effect persists through defeat.
Energized Resolve Stim Increases Willpower by 112 and Power by 46 for 120 minutes. This effect persists through defeat.
Prototype Hyper-Battle Resolve Stim Increases Willpower by 104 and Power by 43 for 120 minutes. This effect persists through defeat.

Adrenals
Exotech Attack Adrenal Increases Power by 535 for 15 seconds.
Rakata Attack Adrenal (requires Biochem 400) Increases Power by 475 for 15 seconds.
Energized Attack Adrenal Increases Power by 475 for 15 seconds.
Hyper-Battle Attack Adrenal Increases Power by 450 for 15 seconds.

These stats are according to Patch v1.1.3, though the "Tooltips" may not reflect the correct information for Rakata.

My Rakata resolve stim increases my Aim by 136 and Power by 56. My exotech stims do what you listed, at 128/52.

You should ignore the Tooltip at this time.
BioWare did not update them in the last patch.

Remove your buffs, it will actually increase your Primary Stat 112 + any talent tree buffs.

For example, I get 112 + 7 pts from Talents = 119
